How can vector and raster content be distinguished?
Zooming without pixelation can be a clue, but it is not a complete test. Inspect selectable objects and the PDF properties, then compare the result with a known dimension and the issued drawing.

No. Geometry, text, scale, layers, revisions and design intent need human comparison against the approved source.

Who approves a converted drawing for construction?
